Is It Legal

(or even ethical) for a prosecutor to ask for the death penalty if your country has a moratorium on the practice?

Well, regardless, Nurpashi Kulayev (the only individual put on trial for Beslan) was declared guilty yesterday. I think that I have to agree with Ella Kesayeva on this one,

"We want everybody to be equal before the law, terrorists and presidents alike. We've had enough of lawlessness and arbitrary rule. We want to hear the names of all the guilty parties."
